1.4.7 Minecrack help

I am looking to start a server but I would like to know what mod pack I am supposed to use for plots? I am new to the whole mod thing, I have been on craftbukkit for 2 years and am now just transitioning to mods.

There aren't any mods that I am aware of that can do that (in the modpacks that is).
I'm sure there's a mod or two that could do it though
