Closed 1.2.0: WitherSkeleton powered spawner not working?

What is the bug:
I have made a ender IO wither skeleton powered spawner but it doesnt spawn wither skeleton or any skeleton for that matter. I can see the particles and its getting energy but it doesnt spawn any. I made a 9x9x9 room, 7x7x7 room. But that also doesnt seem to fix it. I have made 2 powered spawners already for normal skeletons and zombi and these work just fine. Any suggestion would be welcome.

To spawn wither skeletons, you need to place the spawner in Nether. Even normal skeleton spawner placed in Nether will spawn rarely wither skeletons.

Its in the Nether. So that isnt it. But thanks for your input.

Well.....i found the problem. I made the powered spawner by using a wither skeleton soul spawned by a MFR spawner. That seems to be te problem. I got a soul from a nether fortress and made a new spawner and that seemed to do the trick. I now have a maxed out Draconic wither skeleton spawner with all the souls and skulls .
