What is the bug:
combining rice and corn only gives oats, bamboo recipe is ALSO corn and rice.

Keep trying, there is a chance to mutate to either.

If you are talking about mutation thats more of an Agricraft thing. While it's a Harvestcraft crop the mutations are determined by Agricraft and or the modpack creator.
