What is the bug:
The Osmotic Enchanter from Thaumic Tinkerer requires Obsidian Totems which usually only spawn in the world.

Known Fix:
I made a research and infusion crafting recipe I think would fit in with the other Expert Mode recipes. It requires 8 Obsidian Tiles surrounding a Mana Dust to make 8 Obsidian Totems.

This recipe need to be crafted at least twice to get the required amount of blocks needed for the Osmotic Enchanter.

Doesn't ex astra already have a method for making those? IIRC it's witch water in a thaumium barrel then placing obsidian or obsidian tile in? I could be very wrong here.

Ah, you are correct. It's such a small note in the Thaumonomicon I glanced over it. And without a recipe showing up in NEI I thought it was unobtainable.
 
Yeah I remember seeing it in AgS2.

Edit:that could still be an alternative recipe.
