When putting a tesseract next to a capacitor bank, the capacitorbank can only output and not input

you need to open the capacitor and config it to ether output or input

It's a bug that fireball discovered on forgecraft and it's thing in dw20, too.
when you try to set the bank on input, it automaticly goes to output...tested only with vibrant ones
