Looks like you have a corrupted file there ... use "force update" in launcher or download this file elsewhere yourself.
Also : try to disable webcontent-checking like kaspersky or other wich may block HTTP-access due to "ad-block" as some urls contain "ad" wich is part of "advertisement" and defore access is denied ... so download will fail.

summed up : not fail of FTB-pack but some special on your end ... bug-report is invalid
