What is the bug:
Forestry 3.1.1.4 is not compatible with Buildcraft 6.1 which is in the pack. This leads to the Apiarist's pipe not being available. The issue is resolved by going to Forestry 3.2.0, although I'm not certain what else this might break.

Any game with BC6.1.x and Forestry 3.1.x will not have the Apiarist's Pipe available.
