1.0.2: Need some Opis help

What is the bug:
So I am the server owner, I have oped myself and I have worked with Opis before in 1.6.4.

With that being said I'm trying to open up the opis console. I for the life of me can not figure it out. In the configs I have done it all, none; admin; and privileged. With my ign typed out exactly. The command /opis always returns a prompt of no such command.

Is Opis installed both on the client and server?
