What is the bug:
When right clicking on a Locking Track from Railcraft with a Crowbar, it will be stuck on one mode if there is an item on the right of the Crowbar, due to TorchTools interfering somehow and making things not work.

Known Fix:
The workaround is to make sure to keep the slot right next to the crowbar empty.
The easiest way to fix it in general is by setting disableTE in the TorchTools.cfg to true; that should stop TorchTools from doing its thing when rightclicking RailCraft tracks with a crowbar.

- Place Locking Track
- Have Crowbar with some other item or block on the slot next to it
- Right click with Crowbar a few times, notice it's stuck on one mode
- Remove the item or block next to the crowbar slot
- Right click with Crowbar a few times again and notice the mode is changing now
