I had the same problem. What solved it for me: On the server go to config\cofh\ and edit ThermalExpansion.cfg -> change I:FMP.Conduit=20000 to I:FMP.Conduit=20022 The new pack version had ID 20022 in the config. When updating it, it wasn't overwritten it seems. Changing that ID fixed the problem...
