i got a freash and clean server jar and dragged the mcforge files over(i dragged all of them that were in the .zip.) and the server is stuck and wont start. i can only stop it. what now?

ive tried installing using multimc but cant seem to get it. the server wont even start. says the jar is corrupt. ive tried several times with no hope ):
