No the villages stop after their chunk is unloaded. The lag primarily comes from initial creation of villages not to mention there is a lot of AI coding in the NPCs for the villages. Heavy AI coding can cause a lot of lag, just look at stuff like the Zombie Awareness mod. If not implemented...

Actually I would say the reason it is generally not in modpacks is because it is supremely incompatible with a lot of things, AND it causes tons of massive lag when used in any decent sized modpack. I mean alone with a minimal set up it runs fine but yeah.

Yes; however you have to get lucky enough to find a redstone block underneath a spawner in the overworld. Redstone does not spawn in the overworld by default except under those circumstances. Like I said above though, make sure you upgrade your crusher to AT LEAST copper before using it, even...
