    More efficient chunk loading

    So, on our server we're trying to set up a power plant. We already have the supply (mostly water + solar) and have the plant itself loaded with spot loaders. but it's really, really far away from anybody's base. The cable reaches just fine, and power is sent... when the entire line is loaded...
