OS: Linux (Fedora 23)
OS Locale settings: en_US.utf8
Minecraft language settings: English (US) [Force Unicode font off or on does not make any difference]

I'm having the same misformatting. I think that it's for text marked up with colors in the QUEST Tablet. I'm running on Linux with a UTF-8 locale if that helps at all.
