So I finally got to reproduce this error after a bunch of messing around. For me this error comes up when I remove cauldronbukkit-1.6.4-1.965.21.204.jar from the directory. Do you have this jar in your server folder?

Your server should be off in the first place when changing config files...

It's the same as any other minecraft server. open the file you run the server with, either .bat for windows or .sh for linux (not sure about mac) Change your -Xmx1024m to what you want the max amount of RAM the server to use.

Aperf has a command /forcedchunks or something like that. It lists all the tickets on the server and is pretty useful.

I think setting cleanuptime=0 was to fix chunks that would not load properly. I don't think it fixes the quarrys restarting after a server restart.

I have been using it, and it seems to work pretty well. It can record modded blocks, I don't know if it can roll them back, I haven't tried yet.

You would need to update chickenchunks to the lastest build, which would require all your players to also update. There is a bug with the version in mindcrack which wont allow that config option to be 0. I ran into the same problem :-/
