    FIXED I found a mod by the name of 'Mod Spawn Controls' that appears to do what I'm looking for. I can assign whatever creatures to spawn (or not) in whatever biomes I want. http://www.minecraftdl.com/mob-spawn-controls-mod-for-minecraft-1-4-2/
