If you don't already have flight, go behind the Commander's building and you will see stairs where you can get into the upper wall's walkway. Circle around so that you're walking on the side of the wall closest to the main gate and keep going. You will find him there.

You must be updating. Probably from 2.4.7 to 2.4.8. I got the same message when I did as well. It doesn't hurt the world if you click continue (unless you had those blocks placed, then they will just be missing).

haha, shockingly enough, my FPS isn't much different in that room than it is anywhere else. I tend to run about 30ish fps with this pack (yeah I know, ouch lol) and it stays about the same in there too. Weird huh? lol
