Dude, unless you are trying to load your minecraft.exe within 1 millisecond you should consider yourself lucky you can load a modded version of minecraft under 1 min. most computers take anywhere between 1- 2 mins to load (based on my experience) a heavily modded instance of minecraft.

wow.... I understand that it is his baby but geez man there are little to no x16 texture packs that look good for feed the beast. I would think he would be cool with people expanding on his idea and converting more people to his texture pack
