He's still developing it but he's really busy. He's usually on the WLR IRC channel if you want to hear about what he's doing. Edit: Next update might have world gen mods so you might want be be careful.

I think Enderium does a bit more than Signalum but I'm not sure. I remember the last time I used it looked like it had some really high stats. Also, I'm not sure if it's supposed to be normal, but Manasteel can mine cobalt. Everything else that it adds seems pretty balanced/normal though.

Does it take a long time to add changes to the overpowered materials in modtweaker?

You have to turn off edit mode in the HQM configs
