Are you creating a new world or are you using one of the pre-created maps? I believe if you create a new world that will happen, as that was what happened with me when i didn't realise originally that you had to use the pre-made worlds.

The ID Conflicts are in the 1.1.2 version, if you have the 1.1.1 version you should have no problems at all. I know i had no problems with BoP in 1.1.1

Biomes o Plenty works just fine. You have to enable the mod in the modpack, click on 'edit modpack' and then enable BoP. Then you have to use it as the worldgen type instead of 'default'.

Also, i have no issues with a full reset, we like to take things a little slowly on my server, take our time planning things out, etc... and as such, the server has been up for a week with mostly just caving, etc... done, so a world reset won't be an issue for us.
