The most efficient way I've seen to convert MJ to EU has been using MFFS.. Connect MJ into an extractor and then use a converter to pump it out to EU.. It's got about a 600k MJ -> 1.5M EU conversion rate which I think trumps that of Steam Turbines.. Each requires some sort of upkeep though...
