They are from Forestry. They haven't been implemented into world gen yet. They were added to creative mode in the same update that added alvieries. One of the reasons for adding them is so the bees in the alvieries could be easily identified by what color of half slabs were on the top.

Isn't Tekkit 1.2.5? 1.3 caused plenty of FPS loss for about half of all players. FTB is 1.4.2, and is still in beta.
