In my experience using Mindcrack 8.1 & Ultimate 1.0.1, the multi-sapling Forestry trees will only accept bonemeal on a specific sapling -- center for the 3x3s and NW corner for the 2x2s.

Since the sequoia is a 3x3 tree, you will need 9 saplings. I have no idea how quickly they grow on their own since I invariably bonemeal mine (use the bonemeal on the one in the center.)
