Does this happen in a long line of like 3-4 chunks? If so, I can pretty much guarantee it is caused by ChickenChunks. I've had that issue in every instance of FTB that has included ChickenChunks.

It's just not downloading everything it needs, I'm pretty sure. Try deleting it and redownloading it late at night and see if you get any different results.

What you can do in the configs should never be considered a negative. Yes, you CAN add mod resources to the config, but if people choose to do that it's on them. All that matters for the pack is how the pack sets up the config. And anyway, UU-matter and extra bees can already generate infinite...
