Well I think that I may convert this modpack idea into a FTB kind of map. Having separate worlds for each tier of ore would not be hard, especially if I use a mod like metallurgy to prevent certain ones from spawning. I can hopefully then put those worlds as myst dimensions and have a TFC overworld.

A lot of mods are compatible with it, but like I've stated before, it's just getting the resources. But that is kind of what would make this idea work better as a custom FTB type map.

Could you not just bring in a preloaded dimension from a pack without TFC? it would not need to load anything if it was a very large prelaoded area, but you are confined to a smaller portion, not allowing you to even load the furthest chunks Also, multiple worlds would work with an idea i had...

For compatibility, a whole mod would have to be written to do this. It'd add a few blocks, do something like have terrafirmacrafts ingots work for all the other mods, and handle all the necessary world gen stuff, etc. Sidenote: If any good modders see this and like the idea message me :D
