You can just centrifuge a stack of Coal Dust for a Thorium Cell. And you can get infinite Coal Dust from a Blaze grinder. Though you may get more EU directly from the Blaze Rod, I didn't check the math... depends on how efficient your reactor design is.

Did you check all the Scrapbox output recipes? You can see these from the Scrapboxinator UI by clicking the arrow. Tin Dust isn't the only source as you can get various cells from it now. Edit: And powering even 150 recyclers is still MUCH cheaper than generating the Tin with default UUM rates...

Scrapboxes are a MUCH cheaper source of the needed Tin than UUM.

Well, he says 'quad wither spawner' in the OP -- it should be OK for that as the coal droprate is not too fast. I never tested with more than 1 spawner though. It may need 2 Rock Crusher. For even a single Blaze grinder would need more than 1 Rock Crusher though. But indeed it takes a lot more...

Rock Crusher is the best way... it should keep up even with 4 wither spawner, as you need 8 coal per 1 flint and I doubt you're getting 2 coal per second from these spawners.
