    Most recent java, 1.7.10 ... Runs fine for me. Thought I don't use optifine or betterfoliage, So I can't tell if those make the difference.

    The later versions of MC actually do use more than one thread. (Starting with 1.7.10 and offloading even more to other threads in higher versions) Single threaded performance is still the biggest factor though. Getting more than 4 cores won't help much.

    Get back old Creative+ mode

    The new version of NEI is actually an addon to JEI. I haven't played with it though so I don't know what it is like. But assuming that it still adds the creative+ feature, my suggestion would be to just add NEI yourself to the modpack. (do *not* take out JEI, the new NEI needs JEI to function)

    Curse launcher offline

    You don't need MultiMC for that, the default Mojang launcher can have multiple minecraft installs each in their own directory. (not saying MultiMC is bad, just that you don't need it)

    That's strange and annoying behavior. I've never had that problem. I think you're a bit stuck because you are suppose to use tinkers in infinity, that's why the vanilla tools are nerfed. Though I think you can still use the tools from magic mods such as Thaumcraft and botania.

    The mods you mentioned are a mixture of 1.7.10 mods and 1.10.2+ mods... So What MC version is it going to be?     I think a 2Ghz CPU might be a bit slow, Minecraft is very depended on single core performance, through 3,2 GHz is enough. Vanilla MC can do with 1Gib of ram, but mod-packs require more.     Minetweaker recipes not appearing/removing on Server for NEI

    Did you make sure that both the server AND the client have the same MineTweaker script installed? The server handles the actual crafting, but the client handles visuals. What you describe sounds like a typical case of client scripts being different than server scripts.
