I think the main reason most packs don't have it is that it's very powerful for what you need to do for it (which, even in the worst case scenario, is killing a wither to unlock all abilities). So it would definitely not fit in packs that are more on the expert mode side of things, like...

If you like power gen, Deep Resonance isn't used too often, I feel. Emerging Technology is another fun one with some interesting power gen options in it, though that one is more on the free power side of things.

For 1.7.10, Reika's mods would probably classify as lesser known, at least for people that joined the community more recently. Otherwise, for 1.12, I think Nature's Aura is underappreciated, it's a magic mod based around naturally spawning Aura and ways to manipulate it. Better with Mods is...
