Yup, MFR has the strongest tree farm option atm; the sewer/composter/harvester/fertilizer is such a potent combination and can be made very compact. Not sure how server friendly it is though, it's easy to stack a hundred cows but if everyone does it then the entity count might suffer.

Sounds like the room might have obstacles in it that prevent the creeper from spawning. You need a clear area of 9x9 (centered around the spawner) and a decent height clearance. Other than that, it's possible that the area you're in has monsters spawning turned off.
