Assuming you are using a portal spawner: did you place it on frame with panels on it. Not one that has covers on it. Covers would disable the frames ability to drag it, while the panel would allow you to place it and have it pulled along.

This is wrong. Steel tools have 500 durability, not 800. If you press F3 + H it will actually allow to see the number based durability on all items, including IC2 tools, RP2 batteries, and other things.
