No. They don't need to remove the mod.

Yeah, remove the mod from the server mods folder. You must understand, If this is a pre-existing world. You'll have all XyCraft blocks missing or even cause corruption. If you're going to take it out, i'd think about making a new world.

Turtles are not banned. You can travel to the resource world and use them. They just can't be place in the overworld.

MCPC+ highly recommended. Bukkitforge isn't best friends with plugins like PermissionEX and many other permission based plugins. MCPC + handles those basic permission plugins flawlessly.
