    Definitely agree with the per-cycle production part. An easier solution would have been to simply put a risk-factor when 4 or more frames are put in the alveary such that each additional frame after 4 introduces a X% chance to weaken all frames by 50% durability of the remaining durability.

    Fillers!

    Remove the obsidian and lava in the area. Put the Redstone cell next to the filler, not on top. Make sure that there are no bedrocks directly below the yellow line. If there is, move the yellow line up one block.
