I'm having the same problem. The Ore Dictionary cannot replace TE only ingots like ferrous, invar etc. Can anybody help?
EDIT: So this worked out for me:
1. Open FTB Launcher's options menu
2. Go to advanced options
3. Add the following to the Additional Java Parameters section...
