Again i have solved my own problem... after some video settings tweaking i found out the turning Vsync: off fixed my problem.

When i look up while walking or going up a ladder i get this weird lag, but no fps drop. This only happens when I'm in full screen but not when I'm in windowed mode. It's hard to describe but it kind of looks like the blocks are skipping and aren't moving along smoothly, but it only happens...

Fixed all on my own! I use Kapersky security and I disabled my protection altogether, turning off the firewall was not enough. So anyone using any type of virus protection or what have you, turning it off might work for you aswell.
