Yesterday around midnight my server dropped 45 minutes while running. Does this happen often?

Running on windows, the server shuts down but does not restart. Please add the restart function or rename it to shutdown. Would it not be easy to just have the cmd killed all together and launch the bat once more?

I just use the base serverset infinity evolved (2.0.2) I belive it has forge installed by defult. I have whitelisted my players, so mabe I need to use something other then GUESTS? Edit; btw, can I change motd without restarting?
