Performance and versatility wise - yes. But there is a big learning curve with Linux. If you feel like you're up for learning BASH, then by all means, go ahead and start with a Ubuntu Server and Google some basic bash command tutorials.

If you're running the server in a seperate screen (you totally should) then just save the world and close the screen (ctrl +A, then type = ":quit")

No, you have to get another mod with additional commands. I'll see if I can find one for you. The default commands can only set spawn for individual players.
