I am especially confused about the thermal expansion augments for power. Can anyone explain what base fuel energy is? And what's the best way to convert the steam I'm producing into power

Apart from base fuel energy the augments should be simple. Base fuel energy translates to how long a given fuel unit lasts. The overall RF/t stays the same, but a given unit of fuel will last (using the first tier augment as an example) 15% longer.

As for you second question, I'm sorry but I have no clue. Maybe fully augmented steam dynamos, but there are so many mods that deal with steam there could easily be something better.

The best option I've found is Steam Turbines from Big Reactors, or the ones from Reactorcraft if you've got that installed.

MFR also adds steam turbines though I don't know how efficient those are.
and perhaps it's also possible to pipe steam into the steam boilers from railcraft...

RC Steam Boilers don't run on steam, but merely produce it. They're what I produce steam in to run Turbines. I haven't done any testing with the MFR ones. I keep forgetting about them.

derp, I haven't used them in so long that I completely forgot about that they only produce steam, not use it to generate power

True, though the highest end ones need steel. And steel is... well it's bit of a pain to get your hands on. For the same cost, you can pour copper into dynamos instead.

On the other hand, in Monster with the default Big Reactors configs, where my Steam Boiler was putting out just enough steam to run four dynamos for 320RF/t, I plugged it into a 5x5x7 Steam turbine with Gold Block Coils and started producing just over 1k RF/t. I'm still working on building an equivalent RotaryCraft Turbine system. (It's a lot of iron.)

I've not been playing with RoC since 1.6.4.
But now version 4 is released, I can play it with the rest of the mods I like!

I believe I'll be asking a lot of questions soon.
