So you guys surely know how annoying it is, when you spend many month of work into a minecraft server and at some point it is unplayable due to lags or for whatever reasons.
We run a Techworld 1.1.7 SMP Server + some mods updated (ReC, RoC) and some other mods added (Galacticraft, RedProject, GraviSuite).
We only have 2-6 people on the Server. There is only one huge factory with a lot of stuff inside 9~ chunks.
Some specs:
java version "1.7.0_25"
Java(TM) SE Runtime Environment (build 1.7.0_25-b15)
Java HotSpot(TM) 64-Bit Server VM (build 23.25-b01, mixed mode)
16 GB RAM, AMD Opteron 3280 (8 Cores)
I started the Server with the standard commands "java -Xms2048m -Xmx2048m -XX:PermSize=128m -jar FTBServer-1.6.4-965.jar nogui"
and doubled the RAM later on. Just to look if the Issues remain.
Quite in General:
So the issue is, that we have huge server-delays. OPIS shows, that it's a ping-issue (1000-10000ms and even more), but every other application (also other minecraft servers) on the root-server has a fine ping. 30ms for teamspeak ~100ms for minecraft. So it has to do something with Java, Minecraft or one of the mods. In Singleplayer the Map runs quite fine.
I have no Idea how to solve such problems.

Another Overview showed the server takes over 500% CPU-time ... it should be okay because the server has no big tick-problems. The maximum should be 800% with 8 cores. You may correct me on that.
If someone needs more information, just ask.I could upload the map (it's quite big) so you can look into it. I am grateful for every little piece of help you can offer.

So it started at least 2 month ago. Read for yourself. I'm talking about Rotarycraft:
So I updated the mods... 4 days later.
So I got told my Server sucks, which I think isn't true (see specs). I got the suggestion to use the OPIS mod and to show the garbage collection log.
opis showed that the server delay happens because of the server ping. Most of the time it's normal, but it showed very high peaks sometimes (10000ms). It didn't make it unplayable on the server, because we could just disable the boring machines.

Later on, we started to use reactorcraft to get more energy. We build a Pebble Bed Reactor and Steam Turbines. We made some mistakes and Steam was like everywhere. It lagged hardcore obviously. OPIS showed again that it's the server ping which was extremely high. After we added one block to each turbine to destroy the steam, we tried to remove the already generated steam in our factory: http://abload.de/img/2014-10-19_21.10.00w0b7e.png
We kinda got rid of the lags, but after trying these turbines again it got worse. We are now at a point where the Reactor is off, no steam is produced, no turbine is running, but the ping makes the game unplayable.
We downloaded the Map and in singleplayer it runs quite fine, obviously in singleplayer there is no ping issue, but that's not what we want.

On this picture http://imgur.com/a/q5Qhl#28 you are using a lot Boring machines. For some reason in Techworld 2 (1.1.7) we get Serverissues when I only let 3 Boring machines run. We started them at ~500kW with ~16k Torque, and enchanted them later with Silk touch and Efficiency 4. http://pbrd.co/1tXKuV3
They ran for a day without problem or so, now every other minute or so the Server doesn't respond for 10-20 seconds. When the boringmachines are off, everything runs fine. I think the lagg happens every time when the Boring machine gets to a new chunk, but generating 1-2 new Chunks shouldn't be such a big problem, is it? :/

I managed to make my boring machines work more or less consistently again with version 25z. And sadly, it turns out the server still starts lagging when enabling them. I have no real clue why. I still think it's always when one of them has to generate a new chunk. A huge delay happens every minute or so. The boring machine has efficiency IV and Silk Touch, and WAILA says each action takes ~9 seconds, so it would fit, that one needs a new chunk every 144 seconds.
