NEI Server use Commands

Heya guys,
I'm running a Direwolf20 FTB server in conjunction with Cauldron so I can run some nice Bukkit plugins, but I've kinda hit a wall in regards to NEI. I have ranks on the server, some of which allow spawning items via /i, /give, etc. but they are not OP. Is there anyway to get NEI run the spawn commands, despite not having OP?

I've tried setting NEIServer.cfg "items" equal to true, but that gives everyone spawning permission, even those who don't have the spawning permission in PEX. People in Cheat Mode still see recipes, and it's kind of upsetting :|

NEI FTB (Direwolf20), who want to use server-side commands such as CommandBook, rather than relying on NEI to determine if someone is OP or not, you need to remove NEI server-side, (as a result, WAILA too, since it depends on NEI), which then allows client-side NEI to run server commands that are defined in the configuration. This now allows players who are not OP, but have PEX permissions to spawn items, to spawn items.
