No, fortune doesn't do anything on a silk touch pick. It might do something if there's a block that can't be silk touched but can be fortune'd (are there any of those?), in which case fortune would apply and silk touch wouldn't. They'll never both apply on a single swing, though. Same for the duplicated Efficiencies, only one applies.

Though a pair of shears with silk touch will double organic items it normally silk touches.
