Lightning Rod working in no rain?

It's not like vanilla lightning, you see, it's actually like little streaks of beautiful thaumcraft lightning shooting out from the tip of it, so it does work in any weather

At best, you're hopelessly confused, more likely you're maliciously trolling.
The GregTech lightning rod has nothing to do with Thaumcraft and lightning absolutely does not shoot out the tip of it. Nor does it work "in any weather"
To stem off further questions and trolling: Lightning bees do not work. Lightning wands do not work. And the lightning from opening a twilight forest gate does not work. This is because it's not actually looking for lightning at all and in fact is nothing more than a probability of generating power whenever there is a rainstorm.

Likely yours was still just outputting eu from the internal buffer of 25m.
100% of the chance calculated by the total height of the metal fences in a storm, and if you have more then 128 of them 10% of that chance in rain. And only under those conditions.
Because rain and storm is off server wide, you can't even use the current sidestep of a mystcraft "thundering" age. Charged worked briefly, but that was a glitch, only thundering works properly.
With no rain, and no storm, you get no power. Ask admin to refund you, admit to being a fool and beg.
