I have a really stupid question but do I have to install MineCraft forge to install FTB?o_O

The only "stupid" questions are the ones that you don't ask. :)

If you were referring to installing a pack simply choose one from the launcher (installing that is not hard work either f you haven't yet).

If you were referring to setting up the pack on forge yourself (for instance how I am making my pack on) you can use the vanilla launcher and the forge installer. If that what your doing don't forget to run the game once piror to installing Forge on the client.
 
If you install a pack from the launcher Forge will be automatically shipped with the pack.
 
Yes, Forge is kind of the "plugin" to enable mods.
"Vanilla" Minecraft doesn't support mods.

Forge in my mind is a hacked, and somehow accepted, modding API. The game doesn't have hooks available, but with some outside intervention via Forge, modders can hook in anyway. It's the best we have until Mojang releases something official and equivalent to what we have now (you're guess on that timeline is as good as anyone else's).

Mojang have been promising a Modding API since 1.1.0 all those years ago and five years later we have not seen anything even remotely hinting to said API. As things stand, Forge is considered the unofficial Modding API and the chances of an official version coming, in my opinion, are NONE and EVEN LESS.
