Can't do it without forge. Forge is the base API for the mods. But, you can use other launchers like MultiMC to launch the pack.

would it be viable to just install the mods.

Sort of. You would need to copy the mods, configs and other folders out of the mod pack. Those other folders are what create the custom ore generation and recipes.
