I have a problem with my launcher. I open up the launcher, and my antivirus software says 'new.creeperrepo.com blocked'. It opens up normally. Then I try to launch a pack, and the 'new.creeperrepo.com blocked' message pops up again. It boots up mine craft, but none of the mods are there. I don't know what happened, but the launcher used to launch packs just fine.

Your antivir is indeed blocking access to new.creeperrepo.com, where all the modpack files are stored. Thus you need to manually whitelist creeperrepo in your antivir to be able to access the mods.
