Forge Essentials Permission List?

Hello!
I currently run a 1.6.4 Forge Server and Permissions are needed. I got information that MCPC+ is not compatible (it's a custom modpack, but I hope I'll find still help here) with something in the Pack, so my last alternative is Forge Essentials.
Now I have a small problem by missing documentation. @ Github Forge Essentials Wiki there's just a information it's still not rewitten.
For the versions before there always was a nice list off ALL permissions available, not just a few.
Does anyone have an idea how I get such a list?

forge essentials is not finished. no update was made in months, and is FULL of bugs. almost nothing works like it should.
There is a file in mod config folder that will tell you all the permissions you need to know. can't remember if the file is made when server starts or you need to do a dump command.
