Do LOOTING and other weapon enchants work on Wand Foci or Wands?

I get the impression that enchants for wands need to go on the foci and not the wand itself. It seems like the game treats your focus as the weapon, not the wand. I get that impression from how the thaumonomicon explains the enchants.

Can you put looting or other useful weapon enchants on a wand focus?

I generally go for Frugal and Potency on my combat foci, and they are pretty nice. But looting and maybe even vampirism would be great on foci or wand.

All go on da focus from what I recall

As I understand it, there are only 3 enchants that go on wand foci: potency, treasure, frugal.

As a followup. If you put a treasure III focus and a silk touch pickaxe in an Arcane Bore the silk touch takes precedence.
