Windows .exe Can't download mod packs; Connection Refused

FTB Launcher version: 1.2.7
Minecraft Version: 1.5.2
Java version: 7.45
Detailed description of the issue: When downloading new mod packs, it just launches vanilla minecraft, no mods downloaded

I've installed java twice, got both the JAR and EXE launchers, deleted mod folders and force updated. No avail :\
What's the diagnosis!?
