Summary of the problem Wrong Tooltip on Double Compressed Hammer

What is the bug? The Double Compressed Hammer has "Hammers Compressed Blocks / Breaks 1 Block at a Time" as a tooltip, but it actually doesn't. You can't use it to hammer anything, it can only be used as a Tinkers' modifier (which will then make the tool act as a hammer, and can also veinmine/oreexcavatingationing).

Is it repeatable? 1) Look up the Double Compressed Diamond Hammer in JEI
2) Move your mouse on top of the item
3) A tooltip will appear; look at it
4) Nod in agreement of this bug report
