Did you look up the receipe? I am playing on the direwolf20 pack. My recipe is 2 Obsidian, 2 Diamonds, 4 Gold and 1 Ender Pearl according to NEI.
If you look here at the Railcraft wiki you will see that the recipe shown is the same as the one that NEI shows and can't be changed. If your pack shows the same recipe as mine then that is the only one available to you. If there is another mod that changes the recipe then you will have to add that mod. But, to me anyway, it seems pointless to add a mod just to change the recipe that is not that hard to make in the first place.
If such a thing is possible then I suggest doing some research on the subject if you are that determined to find it.
If I understand what you're saying, you're trying to make the World Anchor not use ender pearls? There might be a config file for that, or at least to lengthen the time that one ender pearl provides. I myself use ChickenChunks for chunkloading personally 
I am sorry I misunderstood what you were trying to do. What PhantomRage says is true and is indeed a config option, which I checked, which you will need to change with the default being ender pearls. I myself, like PhantomRage, use chickenchunks for chunkloading.
you know that World Anchor works must supply it with ender pearl, well I would like the World Anchor works without Ender Pearl. (Desoler of speech, i am french) I think it has a config for this but I do not know of it .. or if you know changed the operating time of a ender pearl, let me know! 
If you look at the config folder within minecraft there is one there called Railcraft and within that a file of the same name. Open it with notepad. The first section deals with the settings for the world anchor.
If you don't want the hassle of using world anchor's then try out chickenchunks chunkloader. It requires similar materials to build it but does not require fuel to power it.
