Bug Wither Boss Spawn(Bug)?

I am currently playing Infinity: Evolved 1.7.10 version 2.2.2. I reached to the point where I need nether stars and I could not spawn the Wither Boss which is strange. Did some research on my own and did not find any similar (bug). Usually four soul sand and three wither skeleton skull with soul sand in T shape with the three skulls on top spawns the Wither Boss but is just not doing it for me. Everything looks correct but it would just not spawn the Wither Boss, could someone be of assistance as to what is the case?

If you place a soulsand last the wither will not spawn, you have to place a skull last.

Yes I have placed the skull last. I only tried placing the skulls last. I even tried placing the middle skull last, either side of the skull last, but still will not spawn the Wither Boss.

Is it in peaceful?

I've tested it in both survival and creative worlds. Neither worked. Survival in Normal mode and Creative in Peaceful/Normal mode.

Apparently my little bro was playing on my creative world and set it to peaceful and didn't switch it back for me. Gave me quite the hassle searching for the solution, anyways thanks to Predator and sgbros for helping.

It's freaking inane that difficulty is applied globally and not by world.
I have had a lot of times where I think I'm playing hard but forgot I switched to peaceful in creative.

This is why my real game is always server hosted. Using the local server if necessary.
